In our top-led parliamentary system, the type of legislation least likely to pass is a Private Member's Bill, especially if the MPP is not from the ruling party. Niagara Falls MPP Kim Craitor - fortunately a member of McGuinty's Liberal caucus, which should work very slightly in his favour - put together a bill to permit the sale of wine in convenience stores. McGuinty said no in 2007, but Craitor has been building support and has the Ontario Convenience Store Association on side.
The wineries and Wine Council of Ontario have been less keen, but Craitor says he would "consider reintroducing his private member's bill if he received support from the industry."
This report in the St. Catharines Standard doesn't auger well, but who knows, it may spark enough debate to give the idea serious consideration.
